Opened in 1988, the Cecil provides permanent housing to 89 formerly-homeless, single adults living in their own apartments. The Cecil was one of HPD’s first SRO Loan Program projects to have come online in NYC to serve special need populations. HSI recently completed a $9.7 million HPD funded rehabilitation with tenants in place. New programmatic space includes a learning center/computer lab, community lounges, and social service offices. The building has 24-hour front desk, emergency pantry, on-site psychiatric services, full-time case management, educational and socialization staff, entitlement/lease specialist, maintenance team, and live-in super.
